ISDE 2026: The Most Important Subsidy for Homeowners
The Investment Subsidy Sustainable Energy (ISDE) is the central subsidy scheme of the Dutch government for homeowners. In 2026, the total budget amounts to €500 million. The application is submitted via Mijn RVO using DigiD authentication.

Heat pump subsidy 2026
The ISDE subsidy for heat pumps is calculated based on a base amount, the capacity, and an energy label bonus:

- Per kW capacity: €225

- Maximum air-to-water heat pump: €2.900

Ventilation system subsidy (new in 2026)
New in 2026: a fixed subsidy of €400 for the installation of a ventilation system. Condition: the ventilation measure must be combined with at least one insulation measure in the same application.
0% VAT on Solar Panels: A Hidden Subsidy of 21%
Although there is no direct purchase subsidy for solar panels for private individuals, a 0% VAT rate has applied since 2023 for the supply and installation of solar panels on homes. This is technically speaking a 21% subsidy — with an installation of €5,000, you save €1,050.

ISDE Applications: Step-by-Step
- Check if you are eligible: You must be a homeowner. Tenants are not eligible for ISDE.
- Choose a certified installer: The installer must be certified. Always ask for an installation certificate.
- Have the measure installed: The installation must take place before the application.
- Submit the application via Mijn RVO: Go to rvo.nl, log in with DigiD and follow the instructions.
- Upload the required documents: Invoice from the installer, proof of installation, technical specifications.
- Receive the subsidy: RVO usually processes applications within 13 weeks. Payment to your bank account number.
Please note: the application deadline differs per measure — for a heat pump or solar water heater you must apply within 3 months of the installation date; for insulation measures you have 24 months after carrying out the (first) measure.
